THIRD PROJECT : BUILD PUBLIC PARK  FUND RAISING

OCEC is currently working on the third Project which is to build Public Park and Playground  in Malai District, Province Banteay Meanchey,  Cambodia.

This is a moral duty and obligation to help the poor or less fortunate people. " If we understand generosity, we understand it is not just giving people a fish for a day, but we teach them how to fish, so they can feed themselves for a lifetime".  

Any monetary donations for this project are welcome and we will be highly obliged to you for your support to make this project  a reality. We sincerely invite you to join and share.

SECOND PROJECT: Summary Report

PROPOSAL FOR THE BUILDING OF  23 Km (14.3 miles) LONG CANAL AND WATER EDIFICES

in Malai district, Banteay Meanchey province, Cambodia

OCEC is monitoring the funds of two million dollars donated "by the Chinese  government" on October 2011 for this Project. OCEC wishes it can be completed as soon as possible for the sake of the poor people in the area.

Pour la réalisation du projet du canal et le barrage, OCEC est en charge de suivi le fonctionnement le fond de deux million de dollars, offert par gouvernement chinois en octobre 2011.
 OCEC souhaite qu'il puisse être complété dès que possible pour le bien de la population pauvre  de la région.

I. INTRODUCTION

            Malai district is one of 9 districts of Banteay Meanchey province of Cambodia. The district, situated next to the border with Thailand, consists of 6 communes: Boeng Beng, Malay, O’ Sralao, O’ Sampor, Tuol Pongro and Takong.

            The district total area is: 500.58 square kilometers (50,058 hectares). Its population is 44,332, and its density 88.56 per square kilometer.   

            Most of the district population (88%) are farmers, relying on agriculture growing corn, cassava, beans and rice. In general, throughout the district, the soil is comparatively fertile. And, the people are industrious, willing to develop themselves and their communities.

            However, in farming, the people rely totally on rain falls. Whenever there are enough rains and their falls are timely, the yields are high. On the contrary, when there are not enough rains, and their falls either too soon or too late, the yields are quite low. As a result, in the latter case, farmers would be worse off

II. HOW TO SOLVE THIS RECURRING PROBLEM ?    

            Having seen the above-cited problem, local communities leaders are of the view that a 23-Km (14.3 miles) long canal and some other water edifices should be built so as to diverse water from the natural course to the canal in order to irrigate thousand hectares of land for rice planting, and to store enough water to be used during the dry season.

            In Malai district there is a natural stream called O’ Sa-am (Please see attached map). During the rainy season (June- October), the stream is full of water. However, the stream is almost dried up during the dry season (November-May). Hence, the idea to build a sort of edifice at the up-stream in order to diverse the flow of the water into the built canal, and to build a spill-way at the down-stream to retain the water in between.

            The canal would pass through 3 communes along the national road No 59 with the length of 23 kilometers. That canal could irrigate up to 20,000 hectares of land. As a result, half of the district population would be able to grow rice 2 or 3 times a year: rice yields could be double and the risks minimized. The people’s living condition would certainly be improved, and the poverty could be further reduced.

          Water is the key solution to the recurring problem.

III. ESTIMATED COST

            According to the original proposal of the Team Work in Malai district, the cost depends on the size of the canal. If the canal is 3 meter height, 7 meter upper base and 1 meter lower base then the cost is : ( 7 + 1 )/ 2 multiplied with the height 3 meters and with the length 23.000 meters and with the cost per cubic meter. The cost per cubic meter is about $1.80 US dollars ( less than 2 dollars per cubic meter). This cost includes digging, leveling, making a road by the side of the canal.

            In that case, the cost of the canal and the road nearby would be : 496,800 US dollars. Then we have to add the cost of the spill-way and the door-way. They may cost about $100,000.00 US dollars each. In total, the cost could be about 700,000.00 $ US. But, if the canal is smaller, then the cost would lower. The cost 1.8 US dollars per cubic meter  (including everything) is the lowest that we could find in the areas.

            OCEC prefers to build the Dam and Canal for the needs of the population growth of the next 30 years, and with the additional three bridges across the Canal ($37,500.00 x 3 = $112,500). Therefore, the total estimated cost will be one million dollar ($1,000,000.00 USD).

Orphan Culture Education Center (OCEC) is currently working on three Projects:

 1) to rebuild a school in Takong Commune, Malai District, Province Banteay Meanchey, Cambodia. The old school was destroyed by the storm in 2009. 

2) to build new Dam and Canal for water irrigation in Malai District, Province Banteay Meanchey, Cambodia.

3) to build Public Park and Playground (Recreation Park) in Malai District.

 On behalf of OCEC, I would like to  appeal to all donors, national and private sectors, government, investors, and businessmen to make donations to rebuild School in Takong commune, build new DAM and CANAL of 23 Km (14.3 miles, and Recreation Park in Malai District, Banteay Meanchey, Cambodia where it is hard to reach, and have no access to education, water system, electricity, and health care facilities.

Il s'agit d'une zone recluse, peu desservie et où l'accès à l'éducation, l'électricité, les systèmes d'eau, eau courante et hôpitaux sont inexistants.

La conscience morale et humaine nous interpelle à venir en aide à la population pauvre et démunie de tout.
Notre devoir  n’est pas que de subvenir à leurs besoins d’un jour ou l’autre . Mais de  leur apprendre, les éduquer, leur donner des moyens dont ils pourraient se servir pour devenir autonome , capables de se nourrir et exister .
 
La générosité n’est pas seulement de leur donner à manger pour un jour. C’est également leur apprendre comment pêcher pour qu’ils soient capables de se nourrir toute une vie.

is a nonprofit and a nonpolitical organization, which was registered with the State of California. OCEC aims to impart primary education, vocational skills and culture as well as shelter and health care to orphans and disabled Cambodian children, who reside in the countryside and outskirts of the cities where it is hard to reach, and have no access to education and health care facilities, water system,  especially along the border area.

L’OCEC se donne pour but d’assurer l’éducation sociale et culturelle des jeunes orphelins et handicapés cambodgiens, l’inculcation de certaines compétences professionnelles qui les guideront dans leur vocation ainsi que l’accès  aux soins médicaux , abris et eau pour les populations résidant dans les zones mal desservies, notamment le long de la frontière.
